Errol Cockfield's curious statement seems to indicate Boss Ratner is the go-to guy:

A spokesman for the Empire State Development Corporation, Errol Cockfield, said the state wants to avoid using eminent domain and hopes landowners will settle with Forest City Ratner.

The MTA's taking its cues from Forest City and as we have known along, the ESDC did under Gargano...now its seems Elliot "everything changes" Spitzer's "new" ESDC is as well.

But one wonders what, exactly is there to negoiate about. Homeowners an property owners want to keep their land, Bruce Ratner wants to force them to sell it them. Our government in allowing Ratner to engage in what is essentially legalized theft.
